As for how it happened, The patrol car was the first car in the left turn lane on PCH at Temescal Cyn waiting behind the light to make a left onto Temescal Cyn. The dodge truck was traveling southbound on PCH in the number 1 lane when according to the driver, he bent down to pick up his phone and when he looked back up he had veered into the left turn lane and was about to hit the patrol car.

The truck pushed the patrol car into the car behind it (fucked up a brand new mazda SUV that only had 23 miles on it) and that created the chain reaction.

And to add more shit to the driver of the truck, the truck was a rental and the driver didn't get insurance coverage on it from Enterprise.
