Should the guy not have run from the police in the first place and endanger lives? Absolutely.
All of this could have been avoided.

The officer prolly did that so he could put his gun away and go for the cuffs w/o the shit head attacking him. It momentarily stunned him. Also, the fuck nugget continued to resist when the other officers were assisting (second officer hitting him w/ his sap or flashlight) b/c the suspect's hands were tucked under his torso. Where to bangers keep their piece? Right where his hands were. Personally, I would've kicked the ribs b/c the head shot, depending on policy, might escalate the use of force.
And not all police officers lost the mag/stream lights. Only LAPD. But many LAPD officers are quicker to go to the ASP...so what did it really accomplish??

the first officer on the scene went to make the arrest before his backup got there. the kick to the head kept the banger from getting up while the LEO went for his cuffs. Understandable.
Pretty sure police training tries to prevent an officer from having to go hand-to-hand with a suspect.

I know for us, we're always taught that you are only allowed to go one step above the level of force presented to you and that once the suspect is down or under control you go back down in your level's of force...
so the guy deserved it, definitely he did, but the cop shouldn't have gone overboard either...

not really, I don't consider myself either latino or hispanic. fuck that shit I'm Central American if anything, if I'm called mexican thats ok. It doesn't bother me a bit. As for Mecha some of them can be over board but you should know where you come from and the history behind it.

In Dave's absence I am pretty sure I know what he would say and it would go something like this.
We are looking at things after the fact and making judgment calls. All the officer at that time has is that this is a suspect fleeing at high speeds on public streets that is a known criminal on parole, ergo the probability that he will do anything to stay out of cuffs is pretty high.
The issue here is that (as someone already pointed out) many folks will be hollering about police brutality, the criminal will be filing a civil suit that will get him paid. It is sad but that is how the cookie crumbles in these instances.
Me personally just wonder that even under the load of adrenaline these guys really need to learn by now that whatever they do will be scrutinized to the last atom due to the "eye in the sky".
